Lambasting the BJP-controlled J&K government for playing with the future of educated unemployed youth, working president of Jammu and Kashmir Pradesh Congress Committee (JKPCC) Raman Bhalla on Friday opposed the decision of the present regime to withdraw all the posts referred for recruitment before October 31, 2019.
This was stated by former Minister while interacting with aggrieved people from different areas of Jammu region on Friday.
In a statement issued to mercury times, Bhalla observed that it was another gimmick of the government to deny employment opportunities to the local youth of J&K.
“Before October 31, 2019, residents of J&K had a job and land rights and only local youth were eligible to apply for the posts advertised by Public Service Commission (PSC) and Jammu and Kashmir Service Selection Board (J&KSSB)”, he pointed out, adding, “By withdrawing all such posts J&K government is trying to play with the future of local youth”
“This is nothing but a cruel joke with those thousands of candidates who have applied for these posts and many of those have cleared written tests”, Mr Bhalla said and warned that Congress will oppose such anti-people decisions of the J&K administration with full force.
“We will not remain a mute spectator to such anti-youth decision of the government”, he warned and exhorted party workers to oppose such actions on the streets.
Bhalla expressed his anguish over the decision of the J&K government to withdraw all the posts referred to the Public Service Commission (PSC) and Services Selection Board (SSB) before October 31, 2019, for which selections have not been finalized till date.
“There is no logic to withdraw these posts because recruitment of all posts advertised before October 31, 2019, should be made”, he said and added that recruitment agencies in J&K are infamous for taking years together for completing the recruitment process.
The J&K Employees Joint Action Committee (EJAC) has strongly reacted to the UT Government’s move of abolition of SRO-43 and called it unjustified and injustice with the Government employees of J&K.
Meanwhile Bhalla also expressed shock over Govt’s move of abolition of SRO-43 which will be grave injustice with Government employees of J&K.
Bhalla termed the proposal as another anti-employee dictate of Govt resulting in more anxiety and frustration who have already been working in extremely adverse working conditions since long and now it was expected that Government will adopt pro-employee attitude to give them a sigh of relief but instead they are being intimidated, harassed and humiliated on one pretext or the other,” Bhalla observed.
PCC leader further said that there is a series of intimidating and arbitrary orders which have put Government employees in anxiety and frustration and latest one has added more to it.
He said that police personnel and PDD employees besides other employee lose their lives on daily basis and their children are given a job under the said SRO.
So that they don’t suffer on account of their livelihood and if this safeguard is abolished what will happen to such familes who loose their source of income in the line of duty.
Bhalla slammed Govt for snatching welfare safeguards associated with services, families of employees who die during their services will suffer the most.
He urged upon Govt to take a compassionate view of the SRO 43 and don’t accept or allow any change to the said SRO in the best interest of 4.5 lakh Government employees of Jammu and Kashmir so that much needed employee welfare programmes remain intact, thereby nipping the anxieties of the employees and also amplifying the morale of the services.
Bhalla termed it unjustified to provide one time compensation to the beneficiaries of all the SRO-43 cases instead of government jobs.
He said Congress Govt had framed compassionate appointment rules in the year 1994 and notified the same vide SRO-43.
The rules apply to the compassionate appointment of a family member of a government employee, who dies on duty.
He regretted that Government will now assess economic condition of family of the deceased which include whether any other family members is in service, land and house owned by them, agriculture land and other sources of their livelihood like business on their names.
Only after assessing economic condition of the family, the Government will decide whether to give or reject job to next of kin of deceased,” he said.
The amount being paid to the family of the deceased officer/official after his death will also be taken into account, he said.
