Fitness testing of private and passenger vehicles in the state will be done with the help of machines. There will be no human intervention in this. This will ensure that there is no laxity in the fitness testing of vehicles. For this, one Automatic Testing Centre (ATS) will be built in Jammu and Srinagar, which will cost seven to eight crore rupees.
Jammu and Kashmir Road Transport Corporation (JKRTC) will start these on Public-Private Partnership (PPP) mode. Tendering for this has started. In Jammu, ATS will be built in JKRTC’s workshop at Bikram Chowk, while in Srinagar, the central workshop will be in Pampore. In ATS, the fitness of the vehicle is accurately checked with automatic machines.
There is no possibility of any kind of fraud in this. In this, the establishment and operation of automatic testing stations is done by a private company. After operating for the stipulated time, the center will belong to JKRTC. However, JKRTC gets a certain percentage of revenue from the beginning. Along with fitness testing of JKRTC vehicles, ATS will also be able to test other vehicles.
With the formation of ATS, accidents caused by operation of mechanically unfit vehicles will reduce. Till now, the fitness of vehicles in the state is done by MVI. There is also a provision of video recording of fitness test. Despite this, there are widespread irregularities in issuing fitness certificates. JKRTC will give land to private sector company to set up testing center in which it will have to set up its own testing center. Centers have already started in various states of the country.
