A meeting of +2 incgarge lecturers of school education department was convened to review the process of regularization . The meeting was chaired by Amar Nath Thakur chairman JKSEECC/JKGTF. All Incharge lecturers and other officers expressed their views in the meeting .Speakers in the meeting said that incharge lecturers leadership faced lot of problems, they were made to suffer at all levels but got an order issued on 08-5-2015 by the then Principal secretary school education department Dhaleen Kabra ji, in which information of service records of all incharge gazetted cadres were sought, data of all cadres was compiled in 2015-16. A task force was constituted in the year of 2017 to recommend the regularization of incharge cadres. Updated compiled data was displayed on the official web site of school education department on 24-4-2018. Order No:- 707 Edu . Of 2018 dt. 28-5-2018 for the regularization of all cadres was issued to complete the regularization process with in two months , but order could not be implemented , Then State Administrative Council (SAC) under the chairmanship of then honourable governor Satya Pal Malik took decision to regularize all incharge gazetted cadres (all back log and fresh) as a one time exemption and Order No:-114,115 and116 GAD of 2019 were issued on 23-01-2019 regarding the regularization. A five member regularization committee was also constituted under the chairmanship of commissioner secretary school education department, an HRM cell too was created under additional secretary/deputy secretary to clear the regularization . Chief secretary also issued directions to complete the regularization process before 30-4-2019.
Miss Sarita Chouhan the then Commissioner secretary school education on convened the first meeting of regularization committee on 15-7-2019 in which regularization committee cleared the regularization of 08 incharge joint directors, 27 CEOs and lecturers in the discipline of Botany, Chemistry, EVS and Economics , their orders of regularization were issued on18-10-2019. But since 15-7-2019 no regularization committee meeting has been convened to clear the pending 11000 incharge gazetted officers and lecturers regularization . Delaying tactics and non seriousness of authorities of the school education department is a matter of concern for all the incharge cadres . Speakers said that the decision to regularize all gazetted cadres was taken as an extra ordinary situation has arisen due to the non-regularization of 12000 gazetted officer/lecturers since 2007 , during the period hundreds died, thousands retired without regularization .Under these circumstances SAC decision was taken on 07-12-2018.
While addressing the participants Thakur said that a memorandum regarding delay in the regularization of lecturers and other officers was submitted to advisor to Lt. governor K K Sharma on 09- 01-2020 and advisor has issued directions to commissioner secretary to complete the regularization process of incharge lecturers and other cadres who have been working in the department since 2007at the earliest . He added that the coordination committee leaders met additional secretary , Deputy secretary and other officials of HRM branch many times and extended their full co operation but unfortunately no regularization committee meeting has been fixed to clear the pending cases till date in spite of the fact that all formalities like vig, clearance, integrity, work and conduct , all lists have been verified and updated and unnecessary delay now on the part of department HRM authorities is unacceptable, unjustified ,this has created a strong resentment among all +2 lecturers and other cadres. The delay creates question mark as to why incharge lecturers and other cadres are made to suffer . He added that Chief secretary in this regard had already issued directions to complete the process but all in vain.
Later briefing media Thakur said that he has requested Hirdesh Kumar commissioner secretary school education to convene the regularization committee meeting before 28th Feb , 2020 and he has assured that meeting would be convened to clear regularization of all cadres and if no meeting is convened for clearing the regularization all cadres co ordination committee would organize protest after 28th Feb 2020 to force the department authorities to issue regularization orders for which they are fighting since 2014 . others present in the press briefing were Tara Mani, Babu Ram , Des Raj, Kali Dass, Romesh Singh and others.
