Citing reason of the holding up of District Development Council elections to strengthen up the 3-tier system of Panchayati Raj, Ravinder Raina, President of Jammu & Kashmir, Bharatiya Janata Party writes to hon’ble Lieutenant Governor of J&K Manoj Sinha to review the present order regarding the settling of the Protocol of the DDC representatives.
Ravinder Raina while appreciating the concern of the LG administration in the successful conduct of first ever DDC elections in Jammu & Kashmir, said that the residents of this border region have shown their confidence in the healthiest democracy of the world.
Raina at the same time raised concern about the protocol that has been issued by the RDD department regarding DDC representatives, saying that this order has made the representatives restless. He said that in order to serve the society and the masses well as well as to empower the 3-tier system of Panchayati Raj well, the decision needs to be reviewed.
On the basis of Puducherry model, Raina recommended protocol of DDC Chairpersons equivalent to that of a Minister of a State, Vice Chairperson to that of a Deputy Minister and Member of DDC to be equivalent to Secretary/IGP rank. More so, the sitting office of Chairpersons, Vice Chairpersons and Member DDCs needs to be made in order to ensure the confidence of the people as well as the newly elected persons in the essence as well as edifice of the very institution.
